ST. SIMONS ISLAND, Ga. (AP) — PGA Tour rookie Patrick Fishburn played bogey-free for an 8-under 64 for his first lead after any round. Joel Dahmen was 10 shots behind and had a bigger cause for celebration Friday in the RSM Classic. Dahmen made a 5-foot par putt on his final hole for a 2-under 68 in tough conditions brought on by the wind and cold, allowing him to make the cut on the number and get two more days to secure his PGA Tour card for next year. He is No. 124 in the FedEx Cup. “I still got more to write this weekend for sure,” said Dahmen, who recently had said his story is not yet over. “But without having the opportunity to play this weekend, my story would be a lot shorter this year.” Fishburn took advantage of being on the easier Plantation course, with trees blocking the brunt of the wind and two additional par 5s. He also was helped by Maverick McNealy, who opened with a 62 on the tougher Seaside course, making two bogeys late in his round and having to settle for a 70. Fishburn, who already has locked up his card for next year, was at 11-under 131 and led McNealy and Lee Hodges (63) going into the weekend. Michael Thorbjornsen had a 69 and was the only player who had to face Seaside on Friday who was among the top five. What mattered on this day, however, was far down the leaderboard. The RSM Classic is the final tournament of the PGA Tour season, and only the top 125 in the FedEx Cup have full status in 2025. That's more critical than ever with the tour only taking the top 100 for full cards after next season. Players like Dahmen will need full status to get as many playing opportunities as they can. That explains why he felt so much pressure on a Friday. He didn't make a bogey after his opening hole and was battling temperatures in the low 50s that felt even colder with the wind ripping off the Atlantic waters of St. Simons Sound. He made a key birdie on the 14th, hitting a 4-iron for his second shot on the 424-yard hole. Dahmen also hit wedge to 2 feet on the 16th that put him on the cut line, and from the 18th fairway, he was safely on the green some 40 feet away. But he lagged woefully short, leaving himself a testy 5-footer with his job on the line. “It was a great putt. I was very nervous,” Dahmen said. “But there's still work to do. It wasn't the game-winner, it was like the half-court shot to get us to halftime. But without that, and the way I played today, I wouldn't have anything this weekend.” His playing partners weren't so fortunate. The tour put three in danger of losing their cards in the same group — Zac Blair (No. 123), Dahmen and Wesley Bryan (No. 125). The cut was at 1-under 141. Blair and Bryan came to the 18th hole needing birdie to be assured of making the cut and both narrowly missed. Now they have to wait to see if anyone passes them, which is typically the case. Thorbjornsen in a tie for fourth and Daniel Berger (66 at Plantation) in a tie for 17th both were projected to move into the top 125. Dahmen, indeed, still has work to do. Fishburn gets a weekend to see if he can end his rookie year with a win. “I've had a lot of experience playing in cold growing up in Utah, playing this time of year, kind of get used to playing when the body’s not moving very well and you’ve got to move your hands,” said Fishburn, who played college golf at BYU. “Just pretty happy with how I played.” Ludvig Aberg, the defending champion and No. 5 player in the world competing for the first time in more than two months because of knee surgery, bounced back with a 64 on Plantation and was back in the mix. Aberg played with Luke Clanton, the Florida State sophomore who looks like he belongs each week. Clanton, the No. 1 player in the world amateur ranking who received a sponsor exemption, had a 65 at Plantation and was two shots off the lead. Clanton already has a runner-up and two other top 10s since June. “Playing with him, it's pretty awesome to watch,” Clanton said. “We were kind of fanboying a little it. This is to insert an enabling provision in CGST Act, 2017 through Section 148A so as to empower the government to enforce the Track and Trace Mechanism for specified evasion-prone commodities. "The system shall be based on a Unique Identification Marking which shall be affixed on the said goods or the packages thereof. This will provide a legal framework for developing such a system and will help in implementation of mechanism for tracing specified commodities throughout the supply chain," the finance ministry said while listing out decisions taken in the 55th Council meeting here. "To clarify that in respect of supply of 'Online Services' such as supply of online money gaming, OIDAR services, etc. to unregistered recipients, the supplier is required to mandatorily record the name of the state of the unregistered recipient on the tax invoice and such name of state of recipient shall be deemed to be the address on record of the recipient for the purpose of section 12(2)(b) of IGST Act, 2017 read with proviso to rule 46(f) of CGST Rules, 2017," it said. With regard to the decision taken about GST rate on goods, Finance Minister Nirmala Sitharaman said, the Council has decided to cut the rate on fortified rice kernel (FRK) to 5 per cent from 18 per cent and also exempted GST on gene therapy. Besides, she said, it was decided to reduce the rate of compensation cess to 0.1 per cent on supplies to merchant exporters at par with GST rate on such supplies and to exempt from IGST imports of all equipment and consumable samples by Inspection Team of the International Atomic Energy Agency (IAEA) subject to specified conditions. In addition, she said, GST Council recommended no GST on transaction of vouchers as they are neither supply of goods nor supply of services. The provisions related to vouchers is also being simplified, she said, adding, the Council recommended to amend the definition of 'pre-packaged and labelled' to cover all commodities that are intended for retail sale and containing not more than 25 kg or 25 litre, which are 'pre-packed' as defined under the Legal Metrology Act, or a label affixed thereto is required to bear the declarations under the provisions of the Act and rules. It was also clarified that no GST is payable on the 'penal charges' levied and collected by banks and NBFCs from borrowers for non-compliance with loan terms. The Council too approved issuance of clarifications through circulars to remove ambiguity and legal disputes in certain issues. The panel recommended reduction of payment of pre-deposit for filing an appeal before the appellate authority in respect of an order passed, which involves only a penalty amount. He is set to appear in court on Dec. 19. Fuentes did not respond to requests for comment Friday. He posted pictures Friday of his mugshots on X and wrote , “Free me n----”. Rose also took to social media, posting on Facebook : “It. Is. On. 🔥🔥🔥 PS — Civil case pending.” Rose could not be reached for comment Friday. Fuentes was doxxed and his address posted on social media after he went viral for an X post that has been viewed more than 99.6 million times since he posted it on Election Day , in which he wrote “Your body, my choice. Forever,” referring to abortion policies. He told police that since he “posted a political joke online,” he has faced death threats and “people showing up to his house unannounced” and had been “in fear for his life,” the report stated. Another woman who had driven by Fuentes’ house called police to report that she had seen a woman shoved by a man outside the home, according to the police report. Rose was still at the house when police arrived, but she and Fuentes were separated while they spoke to officers, the report stated. Police said Fuentes “became uncooperative” with the resource officer on scene and would not answer any additional questions about the alleged altercation with Rose, according to the report. After his Election Day post, Fuentes’ personal information began circulating online, with many on social media posting his address and pictures of his house, writing, “Your house, our choice.” In a now-deleted Facebook post, Rose had said that she was prompted to appear at Fuentes’ door given the views he shared online. Prior to her time as director of the BLM, which oversees 245 million acres in the American West, Stone-Manning led the public lands program at the National Wildlife Federation. She was previously the chief of staff for Montana Gov. Steve Bullock, a Democrat, and had served as his director of the state Department of Natural Resources and Conservation. She served as a senior aid to Sen. Jon Tester, a Democrat from Montana, before that. She was the director of the Missoula-based Clark Fork Coalition from 1999 to 2006. During Stone-Manning's tenure, the BLM increased the royalties charged on the extraction of oil and gas on federal land overseen by the agency and enacted a rule that elevated conservation to be a recognized "use" of land on par with natural resource extraction. The agriculture and fossil-fuel industries pilloried the rule, which Republicans have vowed to undo. The agency also developed new management plans for recreation, which has markedly increased on BLM land in recent years, and steered hundreds of millions of dollars toward habitat conservation from Biden-supported legislation like the Bipartisan Infrastructure Law and Inflation Reduction Act. In Montana alone the BLM allocated $27 million from the infrastructure law for landscape-scale restoration work . Although the BLM's shift toward conservation, recreation and renewable energy under Stone-Manning's leadership was widely supported by conservation, wildlife and environmental groups, she and the agency occasionally drew the ire of some wildlife advocates who opposed the agency's forest-thinning work aimed at reducing wildfire risk. On Tuesday, five environmental groups sued Stone-Manning and the BLM over the agency's plan to log, thin and burn nearly 17,000 acres of federal land in the Garnet Mountains east of Missoula. Other times, she drew attention for her association with groups vehemently opposed to logging. Four years ago, Senate Republicans blasted Biden's selection of Stone-Manning to head the BLM, citing a 1989 incident in which she was associated with potentially dangerous anti-logging activity on federal land. Stone-Manning, then a UM grad student in her early 20s, warned federal officials that activists had placed metal spikes into trees in Idaho to deter logging. So-called "tree spiking" can be dangerous to people operating saws or other machinery that strikes a spike. Although she tipped-off officials, testified against two men charged with crimes in the incident and was never charged with any crimes herself, Republicans used her involvement in the episode to brand her an "eco-terrorist." She was confirmed by a majority-Democrat Senate along party lines. She was the first confirmed director of the agency since the second Obama administration. Trump's first-term appointee to the position, William Perry Pendley, was never confirmed by the Senate and served only as acting director of the agency. Stone-Manning oversaw the return of the BLM headquarters to D.C. after the first Trump administration moved the agency's main offices to Grand Junction, Colorado, shedding hundreds of D.C.-based employees along the way. Kuwait City, Dec 21 (IANS): Lauding the hard work, achievement and contribution of the Indian community to the development of Kuwait, Prime Minister Narendra Modi on Saturday extended an invitation to diaspora members to participate in Pravasi Bharatiya Divas and Maha Kumbh events to be held next month while spotlighting that India of the future will be the hub of global development and the growth engine of the world. Addressing a massive gathering of Indian diaspora at a special 'Hala Modi' event held at the Sheikh Saad Al-Abdullah Indoor Sports Complex in Kuwait City, PM Modi praised their significant contributions and vital role played by the Indian community in fostering India-Kuwait ties. "I am not here today just to meet you, but to celebrate your achievements. Just a little while ago, I had the opportunity to meet Indian workers here who are engaged in various professional sectors. They are involved in construction work, and many others are contributing their hard work in other sectors as well. Dahmen made a 5-foot par putt on his final hole for a 2-under 68 in tough conditions brought on by the wind and cold, allowing him to make the cut on the number and get two more days to secure his PGA Tour card for next year. He is No. 124 in the FedEx Cup. “I still got more to write this weekend for sure,” said Dahmen, who recently had said his story is not yet over. “But without having the opportunity to play this weekend, my story would be a lot shorter this year.” Fishburn took advantage of being on the easier Plantation course, with trees blocking the brunt of the wind and two additional par 5s. He also was helped by Maverick McNealy, who opened with a 62 on the tougher Seaside course, making two bogeys late in his round and having to settle for a 70. Fishburn, who already has locked up his card for next year, was at 11-under 131 and led McNealy and Lee Hodges (63) going into the weekend. Michael Thorbjornsen had a 69 and was the only player who had to face Seaside on Friday who was among the top five. What mattered on this day, however, was far down the leaderboard. The RSM Classic is the final tournament of the PGA Tour season, and only the top 125 in the FedEx Cup have full status in 2025. That's more critical than ever with the tour only taking the top 100 for full cards after next season. Players like Dahmen will need full status to get as many playing opportunities as they can. That explains why he felt so much pressure on a Friday. A huge redevelopment of the former ITV Studios building on the South Bank has finally got the go-ahead following a High Court battle. The High Court has ruled in favour of former Housing Secretary Michael Gove’s decision to transform the landmark, where shows such as Good Morning Britain and The Graham Norton Show used to be made before the studios were closed in 2018. Campaign group Save Our Southbank launched a judicial review against the decision and the case reached the High Court in October. The group previously argued the redevelopment, which it labelled the Slab, would be “ugly, overbearing and overly dominant for its prominent position on South Bank”. The High Court ruling now clears the way for developers Mitsubishi Estate London and CO—RE to demolish the 24-storey tower at the site, where Ant & Dec’s Saturday Night Takeaway and The Jonathan Ross Show also used to be made. The 50-year-old landmark was also known as the South Bank Studios and the LWT Tower and when it was finished in 1974 was the most technologically advanced television centre in Europe. The building at 72 Upper Ground will be replaced by a 25-storey office building connected to two buildings of 14 and six storeys, including rehearsal space, gallery and presentation spaces and studios, as well as cafes and restaurants facing the Thames. The proposal first received planning approval from Lambeth Council in March 2022. But it was called in by the Government and a public inquiry opened in December 2022.
