The second crew was trained to use the Zeus mobile app, allowing direct communication with a neurologist to decide on the fastest course of treatment. Zeus has been trialled in NSW, Victoria, South Australia and the Northern Territory since 2021, with stroke experts hopeful of a permanent national roll-out if initial positive results prove definitive. The app allows paramedics to enter symptom information, imaging and medical data while communicating with a neurologist en-route to a hospital. It "turbo charges" collaboration between medical staff like never before, co-chair Geoffrey Donnan said. "Time is brain when it comes to treating stroke," Professor Donnan told AAP. "Every second and minute counts, so the quicker you can start treatment the better the outcomes." Early results from the use of Zeus in SA showed clot-busting medication was delivered in under 45 minutes in 33 per cent of cases in the first eight months of 2024, compared to 17 per cent of cases over the same period in 2023. There was also a 72 per cent reduction in unnecessary hospital transfers in that state, where eight regional hospitals . Those kinds of advances are critical in rural areas, where the incidence of strokes is 17 per cent higher but very few patients are typically treated in a specialist unit. "It's upsetting to see how they really are, for a lot of disease process managements, getting second-class service, which shouldn't be the case," Prof Donnan said. "But with all these technologies, I really see the opportunity to level the playing field." The details The meeting is coming about four months after HISD trustees voted to propose the termination of Fagen’s contract. Fagen appealed the board’s decision to the Texas Education Agency , which resulted in a three-day hearing spanning more than 30 hours over Oct. 31, Nov. 1 and Nov. 6. Trustees are expected to consider the recommendation of Karen Egbuna, the independent hearing officer appointed to oversee Fagen’s appeal, during the Nov. 26 meeting, according to the meeting agenda. Trustees are scheduled to meet at 6 p.m. at the district’s Board, Business & Technology Center, located at 20200 Eastway Village Drive, Humble. While it was an act of pure political pageantry, it highlights the president’s expansive pardon powers — which could be used liberally during his final two months in office. Historically, presidents have issued numerous pardons during their lame duck periods, including quite a few that have raised eyebrows. Here is what to know about presidential pardons. Presidential pardon power Article II of the Constitution enables the president to grant clemency for any federal crime, according to a Congressional Research Service (CRS) report. This authority is rooted in an old English law that permits monarchs to bestow mercy on criminals. “The president’s power to pardon is astronomical,” Taylor Stoermer, a historian at Johns Hopkins University, told McClatchy News. “The Constitution doesn’t even require an explanation. The only real limits are that it doesn’t apply to state crimes or impeachment cases.” “So the president can grant full pardons, commute sentences, or even offer amnesty, on an individual basis or for an entire class of people,” Stoermer said. How often do presidents grant clemency? Most presidents have issued numerous acts of clemency throughout their terms in office, according to historians. For example, Donald Trump, during his first term, granted 143 pardons and 94 commutations, according to the Pew Research Center. During Barack Obama’s eight years in office, he issued 212 pardons and 1,715 commutations. Among the commutations granted by both men were multiple that concerned low-level drug offenses , such as possession of marijuana. However, these acts of clemency have not typically been distributed evenly throughout a president’s tenure. Since 1945, every president — with the exception of Lyndon Johnson — granted clemency at a higher rate during the last four months of their terms, according to CRS. For example, Obama granted an average of 296 acts of clemency per month during his final four months in office, compared with an average of eight per month before that. Similarly, Trump issued an average of 50 per month during the last four months compared with an average of one per month before that. “Trump certainly kept to that pattern, and I would not be surprised if Biden does as well,” Thomas Balcerski, a presidential historian at Eastern Connecticut State University, told McClatchy News. Additionally, these 11th hour acts of mercy tend to be the most controversial ones. “Most save the big, bold pardons for the end of their terms,” Stoermer said. “And because exactly why you’d think: No voters to answer to.” Controversial acts of clemency Throughout history, presidents have issued a fair number of pardons, commutations and acts of amnesty that have received widespread scrutiny. “The most famous, of course, is Gerald Ford’s pardoning of Richard Nixon,” Vernon Burton, an emeritus history professor at Clemson University, told McClatchy News. In September 1974, following the Watergate scandal and Nixon’s resignation, Ford issued a full pardon for any crimes Nixon “committed or may have committed” against the United States. Jimmy Carter also took flak for pardoning “all of the Vietnam War draft dodgers,” Burton said. “That was huge.” This pardon, issued on Carter’s first day in office in 1977, applied to roughly 100,000 military-age men who avoided going to war , according to Politico. “Then there’s George H.W. Bush pardoning key players in Iran-Contra,” Stoermer said. With less than one month until he left office, Bush pardoned six people , including a former secretary of defense, wrapped up in the illegal arms scandal. More recently, Obama reduced the sentence of Oscar Lopez Rivera, a Puerto Rican activist whose political organization was responsible for dozens of robberies and bombings in the U.S. And Trump preemptively pardoned adviser Steven Bannon, who was charged with bilking donors out of money they gave toward the construction of a border wall. “These kinds of moves show how the pardon power can get tangled up in political strategy or personal connections — and that’s what makes it fascinating (or infuriating) to watch,” Stoermer said. Given that Biden’s son Hunter Biden has been convicted of felony offenses , some have wondered whether he will issue a pardon before he leaves office. “Would he pardon Hunter Biden? Here are a few of the issues unfolding at City Hall in 2025: It’s always best to start these look-ahead lists with the most problematic issue to appear on the horizon for 2025: road construction. Of course, the final outcome of the road projects will help alleviate some of the road congestion, but the struggle for commuters is what it takes to reach that point, especially when 70 projects are currently under construction and 61 more are planned, according to Denton’s map for projects and street closures . Several street projects will kick off in 2025, including Westgate Drive, Riney Road and Phase 6 of Bonnie Brae Street, a road known for far too many accidents. Westgate Drive will be divided into two phases — east/west from the service road by Bronco Way and north/south, which is west of the new Denton High School, said Trevor Crain, the city’s director of capital projects. The east/west phase is first, Crain said, and will kick off in the second quarter of 2025. It is estimated to take nine months to complete. The north/south phase will begin in the third quarter of 2025 and won’t be completed until a year later. Denton resident Carl Kleinsteuber is shown in January 2024 near a portion of Riney Road that he says is dangerous for students walking or biking to Denton High School. The high school is a short distance away, and across the road is the construction site for Denton ISD’s future Anita Reeves Elementary School. Riney Road construction will begin in the second quarter of 2025 and will also take a year to complete, and Hickory Creek Phase 3, which Crain referred to as the bridge just south of Riney, will begin early next year but won’t be finished until the third quarter of 2026. Bonnie Brae has been under construction for what seems like a decade now, and as council member Joe Holland recently pointed out, people are frustrated and tired of it . It’s why the city decided to delay Phase 5 of the project from Scripture Street to University Drive. Crain called Phase 6 of the Bonnie Brae project “a big one.” It kicks off in the first quarter of 2025 and affects Bonnie Brae from University Drive to Loop 288. The city plans to turn it into a four-lane divided road with lefthand turn pockets and a median. Construction on Phase 6, Crain said, should be completed by 2027. “It’s definitely going to be a lot of construction in that little area,” Crain said. “The goal is to get those roads improved before the new elementary school opens in August and break up the Westgate [construction] and get it completed prior to school opening.” Four City Council seats — in Districts 1, 2, 3 and 4 — will be up for grabs as candidates start rushing in January to get their names on the May ballot. Several candidates have already announced their intentions, including Nick Stevens from Decriminalize Denton who's challenging council member Brian Beck for the District 2 seat. “As a community activist, Health and Building Standards Commissioner, and small business owner, l have spent my adult life serving our city. I love Denton. And I love what we’re capable of when we work together,” Stevens wrote in October on social media. “Over the next few months, I’m excited to share with you my vision for a kinder, more hopeful, inclusive and compassionate Denton.” Council member Paul Meltzer, who won the District 3 seat in 2023, won't be seeking reelection, but instead offered his support for Karen Jill DeVinney, who will be on the ballot in May . “I will not be a passive bystander but will put my support behind a solid citizen who will protect neighborhoods and who shares my concern for making Denton better, not just bigger,” Meltzer wrote on social media in October. As of Friday morning, it's unclear if council members Vicki Byrd from District 1 and Joe Holland from District 4 will be seeking reelection in May. The Denton Community Shelter on Loop 288 has enhanced rooms designed to provide extended-stay housing for transition housing clients. It's been an ongoing issue in Denton for 20 years and has been getting worse since the COVID-19 pandemic. Part of the reason for higher rates of homelessness involves cities in and out of Denton County dropping off people who have been living unsheltered at the Denton Community Shelter, while not contributing financially to the shelter. City staff are hoping those cities will start contributing financially in 2025 and plan to send a letter requesting funding. “They are being brought by other cities as far as DeSoto, Fort Worth, Dallas, Lewisville and Carrollton — some cities drop them off with the city shields on their cars,” City Manager Sara Hensley told council members in November. “When you have services, a place to sleep and a good meal, which is being provided by our partners, why not come to a place like [the shelter]? Otherwise they’re on the street more.” City staff members have been busy implementing several bond programs that will kick off in 2025, such as an inclusive playground ($3.45 million in funds), trail development ($15 million) and affordable housing ($15 million). The new playground will offer equal-access play for all abilities. It will also support physical and cognitive development and help raise community awareness and acceptance, according to a Dec. 17 staff presentation. Crain anticipates construction will begin in late 2025, followed by a grand opening in summer 2026. Several design and development of various types of trails — such as natural, mountain bike or motorized — will continue into 2025. These trails will appear at several places around the city, including Denia Park, North Lakes Park, Mack Park and Clear Creek Natural Heritage Center. As for affordable housing, Denton has several projects planned for 2025, including the formation of a housing finance corporation for funding solutions. City staff members have said there are also plans to propose a housing opportunity fund to increase affordable housing options, a small developer fund for local housing developers, and a community land trust for land preservation and long-term affordability. Though voters approved $15.85 million for updates to the animal shelter, council members approved additional funding of $4.5 million at the Dec. 17 council meeting. Those updates include a new larger veterinary suite, isolation and stray outdoor areas, and separation of healthy and isolation areas. “I would say that there is not one thing in here that is not important to have,” Hensley said about the animal shelter updates in December. “And actually, it is not adding a bunch of space for just animal cages. Yost’s approval is an early step in a long process involving gathering about 413,000 signatures across at least 44 counties and winning a statewide vote by a simple majority. Nonetheless, it amounts to a victory for organizers who have been blockaded by Yost since February 2023. Earlier this month, the Ohio Supreme Court sided with the organizers behind the amendment and ordered Yost to reconsider his rejections. Yost had, on nine occasions, rejected the proposal, claiming at first the organizers’ proposed summary and eventually the title of the proposal (Protecting Ohioans Constitutional Rights) inaccurately described its function. Under Ohio law, Yost has to determine whether the summary language backers will circulate with petitions accurately describes the amendment. The court said Yost could not evaluate the title of the amendment. The proposal now goes to the Ohio Ballot Board, a state panel controlled by Republicans, who must decide whether the amendment spans only a single subject. Pending the board’s approval, organizers can begin gathering signatures of qualified voters. The amendment allows people whose rights have been violated by government actors to bring lawsuits against them. Plaintiffs can hold them liable if their “acts or omissions” caused an infringement of their basic civil rights. The Cardinals (6-5) had their four-game winning streak snapped. Murray completed 24 of 37 passes for 285 yards, but made a brutal mistake, throwing an interception that was returned 69 yards by Seattle's Coby Bryant. The running game never got going, gaining just 49 yards.
