St. John the Baptist Parish President Jaclyn Hotard denied in a deposition that she knew her mother-in-law could have benefited financially from parish rezoning plans to make way for a 222-acre (90-hectare) grain export facility along the Mississippi River. Hotard also said in court filings, under oath, that no correspondence existed between her and her mother-in-law about the grain terminal, even though her mother-in-law later turned over numerous text messages where they discussed the grain terminal and a nearby property owned by the mother-in-law's marine transport company, court records show. The text messages were disclosed as part of an ongoing lawsuit filed by Joy Banner, who along with her sister, Jo Banner, successfully led efforts to halt the $800 million grain terminal earlier this year. It would have been built within 300 feet (91 meters) of their property and close to historic sites in the predominantly Black community where they grew up. The legal dispute is part of a broader clash playing out in courts and public hearings , pitting officials eager to greenlight economic development against grassroots community groups challenging polluting industrial expansion in the heavily industrialized 85-mile industrial corridor between Baton Rouge and New Orleans often referred to by environmental activists as “Cancer Alley.” “We are residents that are just trying to protect our homes and just trying to live our lives as we have a right to do,” Banner said in an interview with The Associated Press. In the text messages turned over as part of Joy Banner's lawsuit, Hotard, the parish president, says that she wished to “choke” Joy Banner and used profanities to describe her. Hotard also said of the Banner sisters: “I hate these people.” Hotard and her attorney, Ike Spears, did not respond to requests for comment after Tuesday's filing. Richard John Tomeny, the lawyer representing Hotard's mother-in-law, Darla Gaudet, declined to comment. Banner initially sued the parish in federal court in December 2023 after Hotard and another parish councilman, Michael Wright, threatened her with arrest and barred her from speaking during a public comment period at a November 2023 council meeting. “In sum: a white man threatened a Black woman with prosecution and imprisonment for speaking during the public comment period of a public meeting,” Banner's lawsuit says. It accuses the parish of violating Banner's First Amendment rights. Wright and his lawyer did not respond to requests for comment. Hotard and Wright have disputed Banner's version of events in court filings. At the November 2023 meeting, Banner attempted to highlight Hotard's alleged conflict of interest in approving a zoning change to enable the grain export facility's construction. Banner had also recently filed a complaint to the Louisiana Board of Ethics against Hotard pointing out that her mother-in-law allegedly would benefit financially because she owned and managed a marine transport company that had land “near and within” the area being rezoned. In response to a discovery request, Hotard submitted a court filing saying “no such documents exist” between her and her mother-in-law discussing the property, the grain terminal or Joy Banner, according to the recent motion filed by Banner's attorneys. Hotard also said in her August deposition that she had “no idea” about her mother-in-law's company's land despite text messages showing Hotard and her mother-in-law had discussed this property less than three weeks before Hotard's deposition. Mumbai: All 55 Regional Transport Offices (RTOs) in Maharashtra will soon get radar system-mounted interceptor vehicles capable of detecting up to 800 traffic offenders in an hour, thus significantly increasing the number of e-challans issued. The existing laser guns fitted in RTO interceptor vehicles issue a maximum 15 e-challans in an hour. State transport commissioner Vivek Bhimanwar on Friday announced that the department has placed orders for 69 radar system-mounted interceptor vehicles — one each for the 55 RTOs and the remaining 14 will be distributed among major cities such as Mumbai, Nashik, Nagpur and Pune. He added that they will initially target helmetless riders to reduce the number of two-wheeler fatalities. Mumbai is expected to get at least five radar system-mounted interceptor vehicles that are capable of detecting multiple traffic violations simultaneously, sources said. The deployment of these radar-mounted interceptor vehicles, each costing Rs 16-17 lakh, is expected to significantly increase the number of e-challans issued by RTOs' flying squads as compared to the laser guns fitted in RTO interceptor vehicles inaugurated by former CM Eknath Shinde on March 13. "We will have one of the best systems in the country to tackle helmetless riding and to punish maximum offenders. The radar system can be used for other violations in the near future, including speeding and lane cutting," Bhimanwar said. The radar can capture the errant vehicle's picture with speed detection and track multiple offences without stopping any vehicle on the road. The radar system will also detect triple-seat riding offences, said officials. At present, the radar system is in the process of installation in 69 interceptor vehicles. The primary role of these interceptor vehicles is to patrol at least nine major highways and arterial roads in cities and rural areas and curb traffic violations such as speeding, lane cutting, and other infractions. These vehicles are outfitted with advanced technology, including speed guns and breathalysers, to enforce traffic laws and ensure the safety of road users. A new report released by the agency emphasizes the urgent need for comprehensive federal leadership to address the emerging cybersecurity risks posed by quantum computing, warning that without prompt and coordinated action, adversarial nations might exploit quantum technology to undermine national security. "It is important for the Office of the National Cyber Director to act on our recommendation now for several reasons," Marisol Cruz Cain, director with GAO's Information Technology and Cybersecurity team, wrote in an email to The Center Square. "Adversaries could copy data protected by cryptography today and store it with the intention of accessing it later once a cryptographically relevant quantum computer is developed." The director is also the lead author of The Future of Cybersecurity. "The key to successful migrations is to start planning now and not wait until a CRQC is on the horizon," Cain wrote. "A fully comprehensive strategy will provide agencies with more clarity on their responsibilities and the common outcomes they are aiming to achieve. It will also provide the nation a better-defined roadmap for allocating and managing resources and holding participants accountable for achieving results." A cryptographically relevant quantum computer is a quantum computer that can run algorithms to crack or weaken existing cryptography. Quantum computing is a rapidly advancing technology that has the potential to solve complex problems at an unprecedented speed, which also poses significant risks in today's cybersecurity. The report says various documents have been developed over the past eight years that have contributed to an emerging U.S. national quantum computing cybersecurity strategy. The Government Accountability Office has identified three goals moving forward. The first goal is to standardize post-quantum cryptography, the second would be to migrate federal systems to that cryptography, and the third would encourage all sectors of the economy to prepare for the threat. The report identifies gaps in federal agency preparedness and a lack of clear leadership to oversee the transition to quantum-safe systems, as "No single federal organization is responsible for the U.S. strategy’s coordination." While agencies like the National Institute of Standards and Technology have taken necessary steps to develop quantum-resistant cryptographic standards, the report found inconsistencies in how federal agencies implement recommendations. The Government Accountability Office says national strategies should ideally contain six characteristics: • Purpose, scope, and methodology. According to the report, the accountability office was asked to investigate the federal government's strategy for addressing threats posed by quantum computers to the nation's cryptography. The current encryption methods are designed to secure sensitive data, but unfortunately, could potentially become vulnerable to future efforts of quantum-enabled decryption in the future. The report also stresses that the federal government will need to act swiftly to implement quantum-resistant cryptography in order to ensure that those critical systems would remain secure. According to the report, "some experts predict that a quantum computer capable of breaking certain cryptography – referred to as a cryptographically relevant quantum computer – may be developed in the next 10 to 20 years." The agency also identified challenges in workforce development and noted a shortage of professionals with expertise in quantum computing and cybersecurity, suggesting federal agencies invest in training programs and collaborate with private sector leaders to ensure a skilled future workforce that is ready to tackle any quantum-related threats. The report serves as a roadmap for quantum threat mitigation and outlines ways the federal government could appoint a centralized leadership body to oversee the implementation of quantum-safe measures.
